Across Latin America and offshore wealth markets, the shift toward fee-based advice, portfolio-led delivery, and model-based investing continues to accelerate. Joe DeVico

Joe DeVico, Senior Managing Director, is Head of the Americas Client Business and a member of the Global Executive Committee for BlackRock. Joe leads the teams responsible for BlackRock's commercial relationships and strategic partnerships with executives and financial advisors at wealth management firms and advisory platforms in the U.S., and with institutional clients in the U.S., Canada, and Latin America. These teams are responsible for distributing BlackRock's alpha-seeking and iShares® investment capabilities, and for driving the adoption of BlackRock's portfolio construction, personalized solutions, digital wealth technologies, and Outsourced CIO (OCIO) mandates across the whole portfolio. Joe is also responsible for BlackRock’s defined contribution and retirement insurance businesses, overseeing the development and distribution of investment strategies and services to institutional clients, consultants, and financial advisors – reaching over 80,000 plans, including over 60% of the Fortune 100, and ultimately reaching more than 40 million Americans. Joe previously served as Head of the National Wealth Manager Business at BlackRock where he led the Independent, Wirehouse, Registered Investment Advisor (RIA), and Private Bank businesses as well as the Leveraged Sales organization. Prior to that, Joe was the Head of the Independent Channel business and the Internal Sales organization for USWA. He was the National Sales Manager for the US Private Client business, Head of Merrill Lynch Global Wealth Management (GWM) International Sales, and was responsible for BlackRock's sales organization covering Merrill Lynch Latin America, Europe, Asia, Middle East, and USNRC. Prior to BlackRock, Joe was also the Head of GWM Global Strategic Sales & Client Service at Merrill Lynch Investment Managers (MLIM), providing GWM financial advisors and branch management around the world with sales support and problem resolution, where he was responsible for the GWM Global Sales Desk, GWM Segmented Sales, GWM Sales Compliance, GWM Sales Operations/Problem Resolution and the GWM Sales Administrative Staff. Before joining MLIM/BlackRock in 2000, Joe was a Vice President at Scudder-Kemper Investments (now DWS) in Chicago.

Francisco Rosemberg is Managing Director and Head of the Wealth & Family Capital business for Latin America at BlackRock, overseeing the wealth distribution and LatAm Wealth Family Office business in the region. Before his current role, Francisco led the Wealth Partnerships & Solutions for Latin America at the firm, managing various pillars across the Wealth segment. With over a decade of experience in wealth management, Francisco has held leadership positions at BlackRock, developing relationships with major clients such as pension funds, insurance companies, and corporates. He successfully expanded BlackRock's wealth business in Argentina and Uruguay. Francisco joined BlackRock in June 2018 after eight years at Schroders, where he led the wealth client business in Latin America excluding Brazil and Mexico. He began his career as a client associate at Merrill Lynch Wealth Management in Buenos Aires from 2007 to 2010. He holds a degree in Business Administration from Universidad Catolica in Argentina.

A.J. Harper is Managing Partner and Co-Founder of inCadense, a global managed accounts platform. He has held senior leadership roles including Head of Asset Manager Relationships, Sustainable Finance and ETFs at Euroclear Group; President and CEO of BNY Managed Investments (APAC); CEO and Co-Founder of Axial Partners Limited; and President of Pershing Managed Account Solutions. Additional roles include Managing Director of Lockwood Advisors, Managing Director of Nomura Asset Management (Hong Kong) Limited, President of AdvisorPort, Inc., and Head of Product Strategy for PNC Global Investment Servicing. He began his career at Federated Investors, helping launch its UCITS fund family in Ireland. His work has been recognized by Asian Private Banker with the Asset Management Award for Excellence and innovation awards from NOVA, NICSA, and MMI. He was responsible for building the largest managed accounts platform in the U.S. ($500B), and was cited twice in BNY annual reports for leading one of the firm’s most impactful collaborations, as well as supporting the $4.0B sale of PNC’s global custody business to BNY. A.J. holds a BA in International Studies from Johns Hopkins University and a graduate diploma from the Paul H. Nitze School of Advanced International Studies, including study at the Bologna Center. An English-Speaking Union SSE Scholar, he studied at Rydal School in Wales.
